Ambassador Sujan R Chinoy, Director General, Manohar Parrikar Institute for Defence Studies and Analyses
Amb. Sujan R. Chinoy is the Director General of the Manohar Parrikar Institute for Defence Studies and Analyses, New Delhi. A career diplomat of the Indian Foreign Service from 1981-2018, he was India’s Ambassador to Japan and Mexico. A specialist with over 25 years of experience on China, East Asia and the Asia-Pacific, he served in Indian Missions in Hong Kong, Beijing, Riyadh, Shanghai and Sydney. He also served as India’s representative to the First Committee at the United Nations in New York. At Headquarters, he served as Director (China) as well as Head of the Expert Group of Diplomatic & Military Officials tasked with CBMs and boundary-related issues with China. On deputation for four years with the National Security Council Secretariat under the Prime Minister’s Office, Amb. Sujan Chinoy worked on internal and external national security policy and anchored strategic dialogues with key interlocutors around the world. He is fluent in English and Chinese (Mandarin), and conversant in French, Spanish, German, Japanese, Arabic, Urdu and French-Creole.
Mr Subhash Chandra, Former Secretary (Defence Production), Ministry of Defence
Subhash Chandra, belongs to the 1986 batch of the IAS. He has had tenures in the state of Karnataka in Industry, Rural Development, Urban Development and Home Departments. He also has extensive experience with the GOI in policy making and legislative changes in trade policy especially IPRs and in the MoD in both the Departments of Defence as JS and AS and Defence Production from where he retired as Secretary in Dec 2019. He was Member Secretary of the Committee on AI in Defence Manufacturing in 2018 and was associated with the revision of the Offset Policy and amendments to the DPP. He has nearly 8 years of experience in the MOD.
Mr Sanjay Mitra, Former Defence Secretary, Government of India
Mr Sanjay Mitra is former Defence Secretary, Ministry of Defence, Government of India. Belonging to the 1982 batch of IAS, Shri Mitra is a Post-Graduate in Physics and Economics. He also did his Mason Fellowship at the John F Kennedy School of Government, Harvard University. Shri Mitra was earlier Secretary, Ministry of Road Transport & Highways in the Government of India and had also worked as Chief Secretary of West Bengal. Mr Mira is presently Prof of Practice, School of Public Policy, IIT-Delhi.
Mr Jayant D Patil, President, SIDM,Whole-Time Director (Defence); Member of the Board, Larsen & Toubro
He has a rich, four-decade-long career in L&T, and has been instrumental in growing the nascent Technology and Product Development Group of L&T’s corporate R&D with a focus on top-end inter-disciplinary Product Development. Mr. Patil spearheaded the company’s foray in the Defence sector since the inception of this segment in L&T; about 15 years ahead of the opening up of Defence Production for participation by Private Companies in 2001 (licensing it in 2002). He led the development efforts for the first orders for weapon delivery systems from DRDO for missiles under IGMDP. His responsibilities & contribution included Conceptualization, Design, Development, Production, System Integration, Qualification & Firing trials, and Through Life Support of ground weapon delivery and Engineering Systems for missile programmes. Over the years, under his leadership, L&T built a portfolio of indigenous, in-house products, systems and technologies both on its own and by teaming up with DRDO and with the Indian Navy, and is today engaged in design-to-delivery of solutions across its chosen Defence segments. Mr. Patil heads the Defence Business at L&T with a focus on Naval Platforms (Submarines & Warships), Naval & Land Weapon Launch & Engineering Systems, Guns, Missiles & Armoured Systems, Radar Systems, Military Communication Systems & Avionics. He also oversees dedicated Technology Development Centers & Design Centers for the Defence Sector, the Prototype Development Center at Powai & at Bengaluru, as well as Defence Production Centers at Talegaon (near Pune), Coimbatore, Visakhapatnam and Kattupalli, besides specific dedicated centers at L&T’s Powai, Hazira, Chennai and Baroda complexes. Mr Patil is also responsible for the strategic initiative ‘L&T-NxT’ launched recently by L&T as market offering through use of new age technologies, such as IIoT, digitalization and analytics, Artificial Intelligence, Augmented / Virtual Reality, Geo-spatial applications and Cyber Security leveraging the domain expertise of L&T across diverse Industry segments. Besides being Whole-Time Director - Defence Business and member of the Board of Directors of L&T, he is Chairman of the Board of Directors of L&T MBDA Missile Systems Limited & Member of the Board, Mindtree Limited & Mindtree Foundation. He is a founder Member and President of Society of Indian Defence Manufacturers, setup under the aegis of the CII. He has been conferred Honorary Fellowship by Indian National Academy of Engineering (INAE) and the Project Management Associates (India) and been honoured by IIT Bombay, with the prestigious Distinguished Alumnus Award in the Diamond Jubilee Year of the Institute.
Vice Admiral Shekhar Sinha, Former Chief of Integrated Defence Staff; Commander in Chief, Western Naval Command
Vice Admiral Shekhar Sinha retired from Navy after over four decades in service. He is Naval Pilot also and held command of four warships. In his long span in the Navy he held number of Operational and Staff appointments. He has held command of two Sea Harrier Squadrons and flown from all three aircraft carriers India has had so far. Apart from commanding Naval Air Station at Goa, he was Fleet Operations Officer of Western Fleet during Operation Parakram. In the rank of Rear Admiral he held command of Goa Area/Naval Aviation, Fleet Commander Western Fleet and was Asst Chief of Naval Staff ( Air). On promotion to Vice Admiral he was Controller of Personnel Services, Deputy Chief of Joint Operations and Policy and Perspective Planning at HQ Integrated Defence Staff, later he was appointed Chief of Integrated Defence Staff (CISC) at the same headquarters. He was member of Defence Acquisition Council and Chiefs of Staff Committee. His last appointment being Commander in Chief of Western Naval Command. He is recipient of 4 awards including 2 for gallantry.He is an alumnus of Defence Services Staff College, Flying Instructors School, College of Naval Warfare and National Defence College. He holds MSc and MPhill degrees. Post retirement in 2014 he has been a Security and Strategic analyst. He has been invited to speak at many forums in number of countries. He is Chairman of Trustees of India Foundation, Member of Executive Council IDSA, Governing Council of USI, ICWA, Policy Perspective Foundation, GCTC, Member Sunday Guardian Foundation Trust and Advisory Council of CENJOWS.
Dr R K Tyagi, Former Chairman, Hindustan Aeronautics Limited
Dr R K Tyagi was at board level position as CMD for Seven years of Public Sector Enterprises such as Hindustan Aeronautics Limited (HAL) and Pawan Hans Helicopters Limited (PHHL). Role required continuous strategising of business priorities, knowledge up gradation and streamlining board actions in line with the vision and strategy of the company. He is currently working as independent/additional director on the board of AIR INDIA, INDAMER and ZEN TECHNOLOGIES and Head/Member of various subcommittee of the Board – Safety, HR, CSR and Nomination and Remuneration committees.
